As K-12 districts prepare for the 2026-2030 Category Two funding cycle, visible network symptoms may signal deeper infrastructure constraints that deserve a closer look. Available to most public schools and libraries in the United States, the E-Rate program offers funding for broadband and networking solutions, with discounts on qualifying equipment and services ranging from 20-90% depending on the recipient organization’s location and level of need.
With the Form 470 filing window open, many K-12 districts are planning network improvements through E-Rate. As deadlines approach, it can be tempting to focus first on eligible solutions ― but stronger planning starts with a clear understanding of the problems those investments need to solve.
Before funding is committed, every district should ask one important question:
Are we solving the right problem?
Network issues often surface in familiar ways. Teachers may report unreliable Wi-Fi. Students may experience slow application performance. IT teams may field recurring complaints from a particular building, hallway, or classroom. While these pain points deserve attention, they do not always reveal where the problem actually begins.

Before deciding what to buy, districts should confirm where performance challenges exist, how broadly they affect the environment, and what is driving them. Clarity like this helps funding align to infrastructure priorities that support students, educators, IT teams, and school operations.
